28 wheel rim

I am replacing a 25"tire that was on a 28" wheel rim with a 23" tire. Is that ok to do? The 23"tire fits fine on the 28" wheel rim and I have it inflated with 110 psi. I would put a 25 on but I had a spare 23 and thought it should do.

Just want to know is that ok to do or is there anything I should be wary of?

    Thanks.

Yes, that is OK provided that my edits to your post reflect the actual specs of the rim and tyre.

The most important measurement is the rim/tyre B.S.D. which in the case of road wheels/tyres is 622.

It's a 23mm tyre going on the rim alright. I can't remember what was inside the mavic rim but I saw a 28" x ? . Can't remember the number. A 25mm tyre was taken off this rim. Should I take it off and check again?

There was a number there but I can't remember what it was? I would have to take the tyre off again to check. Tyre looked fine when I put the 23mm on. I just want to make sure it's ok to do that.
