Would I be able to use the AnPost card for all online transactions? Or Skrill Prepaid Credit Card be a better option? I read that Skrill has a 10 euro annual charge. Would like to get one with the least charges.

You can use the AnPost one online, but remember the reason they are "comission free" is because the rates aren't as competitive as general day to day FX.

Skrill may have a fee, but their FX charges seem to be in line with standard cards.
