can you hire someone on commission only for a few months?

    Hi just wondering can you be hired only on commission for a few months and if so how does this happen do you register as self-employed ? Its for a recruitment agency that's a start up they are offering me 40% of every candidate I get signed up to a job and 5% for every client that offers work , since they are only a start up they have said that after a few months I should be on a minimum wage with a 15% commission also is this worth it or should I wait until they are able to pay me properly .
