Master's degree QCA requirements

I go to UL, so we work off QCA, and I'm looking at doing a masters in engineering management in UCD. It lists the minimum requirements as ''over a 2.8, honours first class degree''. Now, a first class needs over a 3.0 in both QCA and GPA according to the UCD manual. So what is the 2.8 about? Does that mean you could realistically get accepted with a QCA of over 2.8, regardless of first class status?
