Does anyone know if you qualify for HEAR and wants to get a place on a course with reduced points, how many points is too many to be off by?

It's normally around 10% of the points. 5% of all places are reserved for HEAR students. So while it may be 10% (if the course is 450, 405 might be enough) you may be competing with other HEAR students for a place. So if you are going for something like Medicine, expect the points with HEAR to be closer to the actual points than in other courses.

My advice (as a former HEAR student and mentor) is don't be relying on HEAR to get you in. You should apply yourself as vigorously as possible to not even need the HEAR points because you never know how many other HEAR students will be applying for your course. If there are only 4 spots in the course for HEAR students and 4 others have better points then you then you won't get in. You are still in competition with other HEAR students for those places.
