Hanging basket novice

Hi, my next step in my enthusiastic irish gardening education...

I know hanging baskets are quite a feature here in the warmer months. The cottage we've moved into has quite a few places for them (and the owners have left 8 baskets - mostly 12 inch). They also have a few stone pots on corners, sort of italian looking ornamental features, about the same size.

First off, the stone pots and one of the hanging pots still has what I'm pretty sure are small fuschias (they were flowering when we moved in September). They look fairly dead though, and were sitting in water over the winter as the pots don't drain. Would these be likely to spring to life, or should I throw them and start with something new?

Then for the rest of my hanging baskets... where do I start? Ideally I'd like long lasting growth, and lots of colour. I quite like the look of trailing plants also.

Is it too early to start planting? I'm near the sea in north Dublin, but we did have quite a frost yesterday.

Thanks. (I think I'm becoming garden obsessed!)
