Pebble dash / Smooth Render

Tried to search old posts for an answer to this one but didnt see a definitive answer.

I have pebble dash on the house at the moment - with extension planned and would like to have the outside of the house looking new and more modern.

Can I just render over the existing pebble dash with a scratch coat and then a proper layer of smooth render ?
Or does the pebble dash have to come off first?

Getting conflicting responses from Pro's with some saying it has to come off and others saying it can be put straight on top.

    appreciate feedback!

    Thanks
