Galaxy ace non starter

Hi, my daughter has a samsung galaxy ace which won't switch on completely, the welcome screen comes on from samsung and then from O2 and it just keeps repeating this. The phone was bought second hand and was unlocked, she is on Vodafone so I don't see why O2 keeps popping up!!
