St Patrick's Day Parade Criminal on the Loose

    While getting my seasonal dose of parade images from RTE the fella on the right of the pic got my attention. Any ideas on what's the most likely reason why he's wearing handcuffs and dress in a Peter Pan outfit while in a St Pat's Parade in Tokyo?!

    Did you know - Under Japanese law if a photo of a person wearing handcuffs is published the restraints must be pixelated so as not to create the impression he is guilty of a crime before he's had his day in court to prove his innocence ...
