Attic storage

There is an attic with minimal insulation in it (just between the joists) currently.

Ideally I'd like to insulate it better, but also to have convenient storage in it. The storage does not have to be warm.

Is it possible to put in much insulation (over the joists) and then fix a floor over it somehow? Or do I need to pt a floor on the joists, with insulaton just between the ceiling and the floor, then insulate further at the inside of the roof?

I do NOT intend to convert the attic. All I want is storage; no roof windows are planned and I would not want to apply for planning permission.

Are you putting in a fixed stairs or just a hatch opening?

Insulating between and then covering brings up ventilation issues iirc

I intend to keep the hatch opening, perhaps widening it and perhaps with some sort of convenience ladder, but no fixed stairs.
