On 3 if I try to go to KAT or TPB they are blocked. If i replace http with https they are not blocked. Why would there be a difference?

Depends on how they're blocking it. If they're not just blocking at the DNS level, they could be doing some kind of HTTP header inspection, which they're not doing on HTTPS.

Because the people who put the block in specified HTTP, not HTTPS.

Not only is it because the court order blocking TPB specified http and didn't mention anything about https, it's also because TPB is now using Cloudflare, a content delivery network. They have their own range of IP addresses that they rotate around for websites. A court order that tries to block TPB now would without a doubt have collateral damage, in that innocent IP addresses would be blocked, even when they no longer point to TPB.
