Touch rule query - illegal move

    Hi there chess fans

I've a query about how the touch rule is handled in tournaments in case where if the piece that is to be touched were moved it would leave the king in check. So for example if a white knight on c3 is pinned by a bishop on b4 with the king at home how is this case handed if the player touches the knight? OK so we may be talking about beginners or novices here.

Is the game forfeited? Or is there a time penalty or it just a case of move something else as it would be an illegal move?

    Thanks

If the piece first touched can't actually be moved, then the player is free to move any other piece afaik.

Unless it's something like blitz, and there's a rule in play that an illegal move costs the game.

If there's no legal move with the piece, touch move doesn't apply. You can make any move afterwards.

I do believe certainly for fide games that if an illegal move is made that there is a time penalty of 2 minutes.

Pause the clocks, typically a time penalty of 2 minutes is awarded (either taken from or given to a player depending) minimum (up to the arbiter really). If this occurs once in the game.

The second time this occurs you are entitled to claim a win.

Doesn't this only apply when an illegal move is actually made?
Just touching the piece doesn't amount to a move

Would have thought the deciding factor there is whether the clock had been pressed or not - but as you say, this then is the difference between an illegal move and picking up a piece that can't move.

The clock does not have to be pressed. Touching a piece which is unable to move is illegal. If you touch a pinned rook (pinned via a bishop which would otherwise attack the king), and you take an opponents pawn, you must take the pawn with any available piece.

If you touch an opponents piece you must take the piece. If you touch a piece and then touch your own piece that can not move, you must capture the opponents piece if you are able to do so.

Touching the piece declares your intent to move that piece. It is equivalent to writing B or Q on the scoresheet. You would be advised to wait until the clock is pressed, as 1. it's hard to prove touch move and 2. the piece may be able to move to an available square and stopping the clock and making a false claim would be illegal.

Here's the relevant section of the FIDE handbook
    http://www.fide.com/fide/handbook.html?id=171&view=article
    4.5
If none of the pieces touched in accordance with Article 4.3 or Article 4.4 can be moved or captured, the player may make any legal move.

I tried to claim a win in the deciding match of the final round of the Irish Junior Championship a few years ago when my opponent put his king in check with ten minutes left, as it was a rule in the LCU at one stage (or so I thought).
Alas the arbitrator didn't agree but applied a time penalty.
I lost and finished 4th and my opponent won the title......ah well.....
