Noise pollution

I wasn't sure whether to post this here or in PI, but I welcome advice from either perspective.

There is a noisy garage behind our house. My parents are "garden people" and they are very bothered by the noise. My dad wants for the garage to move and is taking legal action. Tonight someone from the garage came to our garden to take a noise reading, and she claimed it was normal (around 50 to 60?). However, my parents claim that the noise can reach 90.

Dad claims that he has the law on his side. I secretly think that it is unreasonable for my parents to expect the garage to move, even if they are so bothered by the noise. I'm presuming it would temporarily put people out of jobs. What are your thoughts on this situation?

Be guided by the EPA and a solicitor. It's all well and good thinking he's the law on his side but a massive legal bill, againt the advice of the legal team will disabuse him of that if he's mistaken.
