Almost every company that makes cameras I'd say. You'll have to be a little more specific as to your requirements to get a more useful answer.

I bought one of these about 2 years ago http://brinno.com/time-lapse-camera/TLC200 very easy use and reliable.
I was using it outside so also had to buy one of these http://brinno.com/accessory
You also need an SD card (which is not supplied with the camera)
It has a low-light feature which will stop it taking photos in low light (if that's what you want!).
I used it to capture house build, taking a photo every 5 minutes...

    thanks guys,

it's for work, i work for a construction company so i presume its for the duration of the build. i've been asked to source one but didn't know where to look.
what about in terms of support, is there any backup? how did you find the quality of this Brinno one? looks decent from the videos...

I don't think you'll get support on a product like this (could be wrong though!). I didn't need any and had never used one before. If it's for a commercial application, you might consider buying more than one when the construction progresses beyond groundworks (you can't see through walls!!!). They're around €160 including the outdoor casing.
You can check it as little or as often as you like and take out the SD card and download the content. As far as I remember, it takes two AA batteries. I used Energiser Lithium batteries and they lasted at least 8 months at a 5 minute interval.
The quality is fine: I've attached a screenshot from one of my movies...

I've just looked at the attachment and the quality of the video is a bit better than that.

If it's for a time lapse of the whole process then i think you would need to be looking at something that is or can be weatherproofed and which can be powered form a constant external power source. This site has some: http://www.trail-camera.co.uk/Time-Lapse-Camera.htm
