Hey I'm not sure if this is the right section but how does someone obtain a passport without any other form of photo ID? The only thing this person has is their birth certificate and the passport office sent back their application due to a lack of photo ID. The passport office don't answer the phone. Can anyone help in this situation?

They need to get a form from the guards, from memory it's called an ML1. Basically a photo is affixed and the guards stamp it saying it's a true likeness etc.

An ML10 form is used when you don't have a driving licence or passport, and it's used to certify identity.

To get a passport, you don't need photo id. A guard has to certify your identity on the passport form. Technically, the guard has to know you personally, but that's not really practical anymore. What you do need is to go your local Garda Station, and bring as much documents/people with you so the guard can satisfy themselves to your identity.

You have to start small first and then go for the passport.

What you're trying to do is hit two birds with one stone.

Luas or CIE ID might be simplest to get.
