I intend to raise back garden by approx 2 metres using fill. The septic tank is above this but the percolation pipes will be under the new fill. I intend on replacing the pipes comin from the tank so that the are higher up and venting through new fill. Do I need planning permission to do this?

Not to raise the percolation pipes but if you want raise your garden with fill you need a permit but it really depends on the size and location as to whether the council will take any notice

    PP - probably.

Are the pipes designed to be buried at that depth?

Be careful that the new fill doesn't settle unevenly which could cause a sag in the pipes. This could cause all sorts of problems with blockages etc in the future. You might want to leave your old pipes in place for a year or so and then re-lay the new ones at the correct fall from the tank when all settlement has stopped.

You don't need PP for this once the tank is not interfered with.
