What raptor did I see today?

    Was out shooting in galway and came upon a raptor of some form that I've never seen before. About the size of a sparrowhawk, maybe a little larger, but completly white with the exception of black tips on the wings and a very pale grey back. Had a very odd flight pattern as well, low to the ground and continually swerving. I know my birds of prey pretty well but have never seen anything like this one before. Any ideas?
