Returning from Abroad: Welfare Entitlements

A relative of mine worked here for 10 years: He then emigrated to the USA in 2012 - all above board - the multinational who employed him here offered him employment at another of their plants in the USA.

However, he got seriously ill in the USA, in November 2013: initially treated in a USA hospital and then returned home to an Irish hospital in January 2014. Got well and returned to the same employment in the USA in August 2014. Was on half pay from his American employer, for the first 6 months of his illness.

Now, he is showing signs of the illness again and will (probably) have to come home permanently.

Is he entitled to any benefits when he comes home?

What documentation would he required by the Dept. of Social Welfare? He has never claimed any benefits before.

I would greatly appreciate your advice - thank you
