JSB - Social Welfare says No

Long story short, married with kids, partner works full time.

2011 - Lost job at Easter, received JSB for remainder of year.
2012 - received JSB until Easter, then signed for credits.
    2013 - signed for credits
2014 - worked full time from Feb 2014
    2015 - Just finished contract Feb 2015

I went to the social welfare to sign on and was told I do not qualify but come back and fill out forms for JSA. I will not qualify for JSA due to partners income.

From my reading of the welfare website I do qualify. Have I got it wrong?

    1) 39 weeks PRSI paid or credited in the relevant tax year - I have in excess of 39 weeks credited in the relevant year (2013) as I was signing for credits.

    AND

    2) (a minimum of 13 weeks must be paid contributions*) - I do not have 13 paid weeks in 2013 so the * is invoked.

    3) *If you do not have 13 paid contributions in the relevant tax year, you must have paid 13 contributions in any of the following years:
    • The 2 tax years before the relevant tax year – No do not meet paid 13 week criteria in 2012, have required for 2011.
    • The last complete tax year – Yes I worked full time from February 2014 until February 2015 so I have in excess of 13 paid weeks in 2014
    • The current tax year – No I have less than 13 paid weeks in 2015

    Can anyone clarify?

Maybe you should go back to the SWO with that information.

Bring your 2014 P60 to the Social Welfare Office as it's possible that your contributions for 2014 are not on the system yet. The P60 will show your 2014 PRSI contributions.
