Widen hedging entrance/driveway

    Do I need to apply for planning permission? At the moment my boundary consists of hedging with an opening in the hedging to my driveway. No gate and no gate posts. There is no curbing or curbstones on my side of the road. There is no slope from my existing driveway to the public road; it's all at the same level. It's like this below:

    - House
    - Hedges & entrance
    - Path (only in front of row of terraced houses, all other properties on this road have their boundaries (walls and hedges) to the very edge of the road; therefore nobody uses this path unless going immediately nextdoor.
    - Grass verge
    - Road

    People often pull their cars onto the grass verge outside the house when lost (this happens every single day several times a day). The grass verge has now sunken in parts below the level of the public road.

    I would like to replace the front hedge with a wall and gate. Do I need to apply for permission to widen the entrance to my driveway. There are currently no gate posts, just an opening in the hedging. can I pave/Tarmac the grass verge outside (as I've said this runs the full front of the house and is pure muck and stones (there is currently no concrete or Tarmac on the area between the path and road).

    Also I'm hoping to get the front garden replaced mostly with gravel/paving and planters so I can turn my car within my property (I hate reversing out onto the road as it is busy and currently our nextdoor neighbour's hedge impress our view of the road (it's his boundary hedge so cannot be lowered). I presume I won't need permission to surface over my lawn??!

    Widening the entrance can be a Class 5 exemption from planning permission (See Pg 242) but you must ensure you meet certain restrictions (from Pg 22).
    e.g no previous planning restriction, not hazardous to traffic, surfaced part of road not more than 4m wide.

    AFAIK normally if the verge is on the road side of the hedge then it's part of the public road and you need planning permission. However considering the boundaries of the other houses go right up to the edge of the road you should check with the planning office.

    Thank you for your advice. I'll be contacting the local planning office to see if they can give me any further clarification. It's not clear who owns this verge of grass. I have one-of-those-busybody-neighbours, so I want to make sure that everything is above board before I do anything...
