you only need remove them if they conceal the wheel nuts. Not familiar with Polos

Checked on Donedeal for 99 Polos, there are models with alloys and ones with full plastic hubcaps.

OP, as already advised, if you can see the (real) wheel nuts, there is nothing to remove. Otherwise if there is a round piece of plastic covering the wheel nuts, you'll need something like a flat blade screwdriver and prise them off. Throw them in the boot and put then back on after the NCT. Some garages tie them on with cable ties, you may need to snip them before trying to get the caps off.

Some hubcaps are designed to look like alloys with what looks like wheel nuts, make sure that you can see real nuts and not just a moulding on a piece of plastic. The NCT tester has to be able to see the wheel nuts.

Sorry about the massive image but I think this is the hubcaps OP is talking about, there should be a small slot on the edge of the hubcap to get a flat screwdriver in to remove them, they will need to be removed for the NCT to make the wheel nuts visible.

Gently pry off with screwdriver or old knife, look for the slot as mentioned.

    They just snap back on.

Or go to a garage / tyre centre and someone will take them off for free.

Id say there's a flat edge on the wheel brace/jack handle for this.

I have the same wheels as the photo above on my 98 Polo.

I took my hubcaps off using a credit card outside the NCT centre :D
