This bill proposes the following definitions:
    * “Housing estate” means an area consisting of a self-contained group of dwellings with a single or multiple entry points for mechanically propelled vehicles.
    * “Residential road” means a road, whether public or private, within an area defined as a housing estate.

It additionally used the phrase "residential area or housing estate but not covered by the provisions of section 7(1A),".

I've taken it upon myself to improve the bill. I'm not convinced that the definitions / phrases will stand up in court. I'd love if people could offer ones that would stand up.

Can we not just pilfer the definition from legislation.gov.uk?

The country that invented the housing estate must have some decent definitions.

Failing that, I'd define it with reference to the Housing Acts and the Planning and Development Act, although I'm not entirely sure there's any problem with the original wording.

I saw a protest re this outside the Dial there the other day. Well when I say protest more a showing of support.

That's a stupidly slow speed limit IMHO and is going to be completely ignored just like the 30KPH is for the quays. It's so slow I think it would catch a number of cyclists. Just reduce the 50KPH limit to 40.
