Mobile phone from eBay is blacklisted

Last August I bought a Samsung Galaxy S4 from a seller on eBay.co.uk . Today I tried to update my mobile phone insurance (comes with bank account) to cover the S4... the insurer has informed me that the device is actually blacklisted and can't be insured.

What's the best approach to take now with the seller?

I believe it's too long to open an eBay dispute. The listing was from a business name which have their own website... I checked the contact section today and it leads to a flat on a residential street in Birmingham.

Paypal disputes can be opened within 180 days so I am just within this window. I completed a dispute form and the final message was "Thank you for registering your complaint about this transaction. Unfortunately, this type of transaction is not eligible for PayPal dispute resolution. We encourage you to continue to work directly with your seller, as we have found that many misunderstandings reach amicable solutions through communication."

My wife bought me an Apple4s last year from ebay and she was led to believe that it was networked unlocked.

It was actually blacklisted as stolen and we had 2 options.

The first was to dispute with the seller and the second was to unlock the phone through a website which costed £40.

I picked the 2nd option and I had to wait 30 working days for it to be unlocked and I cant use it in the UK (were the seller was from).

I will never again buy a second hand mobile phone from Ebay.
