What maintenance, and how often, would be associated with new hardwood window frames?

If you've applied an external wood stain, e.g Ronseal, then a re-coat every few years is usually enough.
If you've oiled the wood then you may need to re-oil once or twice a year or more often depending on how much weathering it gets.

This means that the "external wood stain" is superior to either varnishing or oiling?

It means don't varnish them. Stains or oils are the way to go with hardwoods. Varnish should never be used externally. It will trap water underneath and promote (black) mold growth.

Varnish in sunlight will degrade in a few years. I've always found that Sadolins or Ronseal does a good job and can be re coated every few years. Just a wash down of the windows then a light sanding and re coat. it takes about 2 to 3 hours to do 3 windows and the Hall Door.

Opaque microporous paint - the lighter the colour the better. Stains provide less UV protection and will degrade quicker thus requiring more frequent maintenance.
If your pine windows have only been treated with a superficial wood preservative (which many imported windows have) then it is imperative to maintain the integrity of the finished surface treatment or decay can set in and will not be covered by the warranty.
