Wordpress - Help !!

    So I took on the task of managing a website for a friend. ( to gain experience)

    I am having trouble with wordpress.

    When I log into the website online i.e "thewebsite.com/wplogin", in the side bar I do not have the option to add plugins or themes.

    Does this mean I need to download wordpress.org to be able to have access to such features.

    He did tell me the website is hard coded

    Usual login for WordPress is domainname.com/wp-admin

    There are plugins we use to limit clients access, i.e. they can update posts/pages but not trash menus, themes, etc because the items are not in the menu.

    Depending on the plugin used there are ways around the limits, easiest is via the hosting control panel.

    If you can't add plugins etc you are not set to the Admin, you are a normal user. Only the admin can add plugin / themes.

    How can the website be hard coded and wordpress?

    I tried to access the site thewebsite.com and it's not loading.
