measuring signal strength

I have a (Jelly Bean, Android) Samsung Galaxy S4 Mini. Can I measure the mobile (not wifi) signal strength on this phone or do I download an app to do this? Btw is it possible fro the data signal from a mast to be absent (in error presumably) even though it is still possible to make voice calls from using the same mast?…
