stopover/layover to activate visa

Is it possible to use a stopover in canada to activate visa. e.g fly dublin to orlando via toronto and activate visa while in toronto, but without staying in Toronto. Also if I have to stay in Toronto is there a minimum amount of time I need to stay there to activate it Thanks

Just make sure to give yourself enough time between flights as queues for immigration take a long time. It took my boyfriend two hours from landing to getting out of the airport, visa in hand.

There should be no issues with only staying a minimal length of time from what I understand.
