Info available on the ndls website here .

How long is it expired? More than five years and you'll have to start the process again.

"If you are taking out a third or subsequent permit you must show evidence
of having taken a driving test in the previous two years or hold an
appointment for a forthcoming driving test. If you have taken a test
you will be given a two year permit while if you hold a test date your
permit will last only for one year."

it's expired since October 2014, I have never taken a full driving test so will that be a problem , I'm hoping to do a full test in a few months, another question can you book your full test if my provisional license is out of date?

Friends permit expired in 2013 and he has booked a test and has to go to NDLS in a few weeks to get 3rd learner permit.

You can't book if you never had a learner permit or licence but you can book with an expired one.

Yes , you book with the number on your driving license.

    Your driver number.

@OP if the permit that recently expired is the first permit you've ever had, you can just book the NDLS appointment in the normal way as your first and second learner permits don't require you to show a driving test application or statement of failure and they will give you another 2 year permit. If the new permit will be your third or subsequent learner permit, it will also expire in 1 year (although drivers who provide a statement of failure for the driving test on applying for their third or subsequent learner permit will also get a 2 year permit but this won't apply to you at this stage as you haven't taken a driving test).
