Earning less than €5000

So I do a few web development jobs on the side and I'm looking into how to properly report my earnings. I looked on the web for information and I found that if you earn less than €5000 you don't really have to pay anything to revenue, i.e. USC, PRSI, Tax

So what I'm wondering is because I don't have to worry about any of these charges what do I do about reporting my earnings? Sorry if this is a stupid question I have no idea about any business stuff.

Of course you have to declare your earnings. Check the links below.
