Nexus 5 Lollipop Wifi not turning on

I've been on 5.01 for quite some time now, but last week my battery started draining excessively. I mean, going from 100% when unplugged to <20 within 3 hours.

There were no obvious battery hogging apps or services showing in settings.
Late last week, the wifi stopped working. I try to toggle it on from the drop down and nothing happens. Go to the wifi menu and attempt to turn it on, it just stays at 'Turning Wifi on...'.
I tried the usual steps like ensuring all apps are up to date, rebooting, removing recently installed apps, but no joy.

I factory resetted the phone on Saturday. Set it up as a new phone. Still the same.

Any advice? I'm at my wits end, and close to looking for a One Plus One invite!

It might be an issue with the Wi-Fi radio then? Might have to look into getting the device physically inspected?
