Is mezzanine classified as development in commercial building ?

    Looking at a number of commercial units that have just been bought and being prepared for first fit-out. These units are double height but planning drawings show development on ground floor only.
    A number of the units are being considered for mezzanine development, for either storage, offices or increased sales area.
    A Bord Pleanala referral in Navan concluded that the provision of a mezzanine was not exempt development.
    I would welcome opinions from people who have had experience in this area.
    I could see cash hungry Councils looking for additional development charges. It could also affect the FSC, BER rating, DAC and result in increased rates

    Never exempt. Nothing to do with cash hungry councils.

    Yes I am.
    And i believe that it needs planning but I wanted to see some documentation on it, if possible. Bord Pleanala reference is all that I could find.

    Agreed, it's just like an attic conversion.

    As there are few external alterations, getting planning permission would be straightforward enough. However, it will still need to comply with development standards.
