    I'm 17 next month, I got a tractor license when I was 16 so I've completed the theory test and eyesight test,So do I have to do the theory test again and do I need to do the eyesight test again?

    No, buddy but you'll have to go to the NDLS office with your old LP and pay €35 to add the B category. The eye test is a one off and the DTT is BW which covers the B and W category (and you won't need another DTT if you ever want to go for the BE category as long as you keep the learner categories maintained or pass the full test). If you're address hasn't changed or any other personal detail then you're golden, You won't have to provide proof of PPSN either.
