    My opinion and from reading a number of linguistic texts is that there are various levels of fluency possible. The European language framework captures this quite well. But there is only one language at a time which a person expresses oneselves with the outside world. That is not to say sites like babble and duolingo are great for familiarisation and gaining insight in languages concurrently, so see the connections between them.

    I have pub German which means I can speak it fluently but it's never correct

    Native language is Dutch
    English is my "second native" language
    I know a bit of German
    and I speak Svenska (Swedish)
