is it only the applicant that can apply for an extension or could the owner or potential owner. I read the legislation and it refers to the applicant but that could be taken to me the person who applied for the extension of time rather that the planning permission.

Only the owner can apply*. so if the original applicant sells on s/he cannot apply to extend - only the new owner.

Risky business though. Let the orininal owner/applicant make the EOT application.

    * alernatively another person can apply with the written permision of the cureent owner.

if the application is in anyway 'tied' to the original applicant then its pointless for someone else to extend it.

other than that, i dont see any problem
