Question about Premium

Car insurance premium last year was x amount.

Car insurance premium this year is 2x amount.

On my No Claims Certificate they have documented a claim made against me as 'Settled' with a pay out of approx €700. However, my discount is still intact at 45%.

They have acknowledged that as a mistake and that the claim was 'Closed' with no payout.

I am suggesting to them that my actual premium, before 45% discount is applied, should then be revised as, I assume, it was calculated with taking into account a claim paid out against me.

They are saying no, it wasn't taken into account.

Are they telling the truth? Did my premium really just double because of 'changes in the industry'?
