    Quick thought really

Theoritically, can a guardianship be removed from a person without them ever been given a summons / notice on removing guardianship?

No - if they are legal guardians the only way to remove guardianship is:
    a) they die, or
    b) court order - and the judge will want to see proof that they were given the summons to court before they make any decision
