Cheapest "Skype on TV" option ?

Hi folks, looking to get skype set up for parents on TV. Cheapest route would be great. TV approx 4yr old. Will be getting UPC internet supplied.

some android boxes are supposed to have it.
I take it the tv has hdmi? not got an extra old laptop lying around? if you do then tesco have the microsoft live webcam for 13 euro. give them laptop and get the 13e webcam and a hdmi cable or laptop to telly output cable and they are good to go.
