Hello, My friend is applying for an Irish passport. He has become an Irish Citizen through natrulisation. In the form for passport it asks for a marriage and birth certificate (If Applicable) What do they mean by that? Is the birth certificate a must? He doesn't have one due to his political issues with his country but got his natrulisation with a birth affidavit and a letter from his government saying why they won't issue him with a passport and birth cert. What should he do?

Usually it means if it applies to you, as in if you have one or can get one.
