My NCT is just over a year overdue. My car is 9 years old. I want to finally sort it out, but my question is if I go will they give it to me? Do I need to go/pay twice?

They don't care in the slightest.

Just book it in and show up on your appointment.

You will get a cert upto the cars 10th birthday. Same as you would have if you had done the test on time so now that will probably mean less than a years test.

Out of curiosity how come you haven't driven your car for a year?

Edit. I don't use my car a lot (sometimes for months at a time). I haven't renewed the NCT either but it's only a month now. It used to be handy to not have to pay tax until this declaring off the road malarkey came in.

My car was over a year out of nct 2 months ago and I just got a whole 12 months nct. Nobody cares .

I was stopped 2 times in Garda check points in that 12 months and waved on. All they care about around here is tax and insurance

Not anymore. It's 3 points for no NCT now.

In my experience they still don't care, and 3 points is lower than before, it used be 5.

It was 5 on conviction in court and really you would have to fail the attitude test for them to take it to Court.
I think its now an immediate 3 points on the side of the road but I'm open to correction

Was it? I didn't think there was any points for no NCT?

I think you are correct there. It's three points now. Unlikely you would have got any points before.

on conviction it was 5 points plus a fine up to €1500. I agree though, it's more likely to be implemented now. But will it be? I looked at a line of ten cars in Tralee (because I was bored) and two of them had no NCT.... next thing I saw was a Warden...I know they check Tax, they shold check NCT too
