Troubleshooting new motherboard and CPU

I am having trouble with either the motherboard or processor on a new desktop build and would like to know if anyone has had similar issues or could point me in the right direction. The motherboard is an MSI a88xi-ac and the processor an Athlon x4 860k. I cannot get these to post.

The new build paired them with a cooler master case, a corsair psu, an msi graphics card (the processor has no internal graphics), a corsair dimm from a previous build, and an old hdd.

They were first tried with new parts, then swapped out parts from an older build but I never got any beeps or display output. In the end, I had a minimum setup using old parts (that all worked after I put them back in old build) including:
psu connected to motherboard and cpu power,
    the cpu fan,
the case connections for the power switch and light,
    the system beeper,
a graphics card that only used motherboard power connected using dvi and vga,
each of two 4gb 1333 dimms (one at a time) from previous build tried in both slots.

With every setup, the front light comes on and the fans for the psu, cpu and graphics card started but there was no beep or display output. It stays like this until I hold the button for a few seconds.

I had considered that a bios update was needed as with some older mbs with this chipset but it was advertised as kaveri compatible out of the box. Is there any way to test the motherboard without another cpu? If an RMA is needed, the motherboard and cpu are from different retailers; scan and amazon respectively. What would happen if I returned the motherboard and it turned out ok? Would scan charge extra to return it?
