question about ownership

    a newspaper photo competition says the photographer owns the copyright but "You license us to use the photograph you provide on our newspaper, website, facebook and twitter and other social media and for more than once."

    Does that mean that if the paper upload it to facebook grabberberg has the right to licence it for payment the same as he would if the photographer uploaded it to their own account.

    I am just curious and not seeking advice as i would not be enering such a comp anyway
