    With regards to Galway City Development Plan , if city councillors had previously voted to remove something from the development plan in 2015and it was supposed to be removed when the draft plan was put forward , what happens when it has not been removed even after a second vote to remind them of their obligation and put out to public consultation , is this illegal?
