Quick one, I can't find an specific reference online but:

In a pently shoot out after extra time, the ball is considered to be dead as soon as it is moving away from the goal line - is this correct or not?

As such, a penalty that hits the post, is coming away from the goal and then hits the keeper, and then rebounds into the net would NOT be counted?

Everything I don't like is either woke or fascist - possibly both - pick one.

You're wrong I'm afraid. Don't ask me to quote the rule but I do know that in that instance the penalty would count. Can remember this happening to Oliver Kahn a few years back and it counted.

I'd guess the rule is the penalty is classed as finished once the ball stops moving?!

    It would be counted.

    Famously below.

    skip to 4.08

The ball is only dead once it stops moving.

Don't mind being wrong, but would like official confirmation one way or the other!

    .
A kick is successful if, having been touched once by the kicker, the ball crosses the goal line between the goal posts and under the crossbar, without touching any player, official, or outside agent other than the defending goalkeeper. The ball may touch the goalkeeper, goal posts, or crossbar any number of times before going into the goal as long as the referee believes the ball's motion is the result of the initial kick. This was clarified after an incident in the 1986 World Cup shoot-out between Brazil and France. Bruno Bellone's kick rebounded out off the post, hit goalkeeper Carlos's back, and subsequently bounced into the goal. Referee Ioan Igna gave the goal to France, and Brazil captain Edinho was booked for protesting that the kick should have been considered a miss as soon as it rebounded off the post. In 1987, the International Football Association Board clarified Law 14, covering penalty kicks, to support Igna's decision.[4]

The ball needs to stop. There was a funny video of a keeper celebrating a save, not realising the ball was spinning back in over the line.

That used to be the rule around 20 years ago, but not anymore.
Ball is now only dead when it is out of play (wide, or in the goal) or the referee decides the penalty is finished. So the amusing crossbar, keeper, post, keeper and in combos are now valid.
