Replacing facia board

Just looking for advice on best way to replace facia board that was blown on by the recent storm. About 2m of facia board down from the roof apex was blown off. Its a 21/2 story house making the roof quite high. The facia board had come loose further down the roof and got a local roofer guy to sort it 3 weeks ago but he didn't have the ladders required to get to the top of the roof. Promised he'd be back in a couple of days but didn't and then of course the storm arrived.

It would have been much easier to re-fix the loose facia board but now the existing facia board has to be removed and replaced. Given that there is a single story apex roof attached to the side of the house making it impossible to reach the top of the main roof by ladder what is the best way to do this job? Scaffolding or some kind of cherry picker? What would be the approx cost of work in each case bearing in mind that I would retack or screw the full facia board (its a very windy area and the excisting 'tacks' used by the builder are not up the job) once it can be accessed?
