    Will this cause nct failure. see picture. Does it need to be filled before nct?

    You could do a temp repair on it, but surfaces need to be smooth i.e. no sharp protruding edges.

    Yes, get a local body shop to fill it.
    It's kinda hard to see - is there metal rust too?

    no rust really. i put on some stuff that is to turn rust to black

    If i put some filler in and sand it but not paint will it pass.? no time to paint

    It is a visual fail,is it? I will only need to show it if it fails?

    If you can run your hand over it without getting snagged/cut it should pass.
    NCT are only concerned with safety, not cosmetics, so if no-one can get hurt by brushing up against it I'd say it'll pass.

    car passed with insulating tape on a crack on the back light cluster

    be in there plenty of times and see cars covered in duct tape,if a sharp edge is not dangerous to cut you they will pass it,with a crack on rear light cluster i would use clear silicone to seal lamp.

    Car failed on the crack originally, nct tester recommended that i tape it up and come back as it was only a visual, that was way I got the cert that day. Replaced the lamp unit later on
