Are seatbelts obligatory in vehicles which were not equipped with them?

Afair up to easly 90's many cars were coming into the market without seatbelts on rear seats.
Possibly many cars in the 70's didn't even have belts on the front.

What's the situation with such vehicles on the road now?
Did they have to be retrofitted with seat belts, or can they be driven without them.
If so, is passenger who didn't put a seatbelt, because car is not equipped with it, liable for fines for not wearing seatbelts?

    Pre-1992 registered vehicles
All cars first registered in Ireland since 1st June 1971, are required to have safety belts fitted on front seats. Rear seats have to be equipped with safety belts on all cars first registered since 1992. If seatbelts are not provided in the back of your pre-1992 car, then passengers are exempted from the law requiring them to use a safety belt (or child restraint) when travelling in the back of your car. However, if you have a pre-1992 car, it is strongly recommended you have safety belts or, perhaps, child restraints appropriate to the intended use, fitted. Many pre-1992 cars have anchorages for safety belts making the fitment of safety belts or child restraint systems a relatively inexpensive proposition.

I don't think they do, no. June 1971 is the cut-off ate for lap belts.

I wouldn't be to happy going around in a crumple nightmare car without belts especially in a crash against modern cars these days.

Dublin bus only vehicle still running without any belts.

i saw an original 50s/60s Fiat 500 crashed on the Rock Road this morning with two ambulances in attendance. I recall thinking that would be v painful as unlikely to be any level of crash protection or seat belts.
