Just looking on the CeX website and it says the take non working items.

I've 4 of these phones with broken screens, not working etc.

    https://ie.webuy.com/product.php?sku=SHTCRHODUNLF#.VLyCZ0esWSo

Will CeX take them? Is there limitations to how non working they can be?

Most stores do not take broken phones in, only the corporate ones.

No, they won't. Can't resell broken phones and they are unable to offer their warranty on items that have physical damage.

Found this outyaelf when trying to trade in a phone and there was a bit of plastic loose on it.

Slight hijack. Will the store flash the phone before selling them. I have a non working phone with no physical damage. I would have traded it in months ago, but I can't turn it on, to clear my data.

They wipe the phone yes. But that's for phones that can be turned on.

Figured they might have means of powering it that I have thought of. They would at least be able to swap the battery to see if that is the issue.

My only surprise here is that they sell ones that do not work for €22

CeX trade in prices are pretty damn good.

The price on the website is 1c per non-working phone. The website prices are accurate. It's basically saying 'we don't really want to take these but we will'.
