Am I right in thinking that it was Sierra that installed the Fibre optic cable for upc in the city. (need to report some storm damage)

Ring UPC about it, GMC may have carried out the works but any damage would be need to be reported to UPC as they own the equipment. UPC will probably send out GMC to fix it
