    hi,
I am looking to purchase a semi - D which was built in 2006/2007 and has never been sold.

"The current building regulations specify a minimum requirement of a.16w/m2k U value. This can be achieved by using 300mm of roll out or blown attic insulation."

There is only 150mm of attic insulation at present. Does the seller have to supply 300mm, or does the above only apply to houses built recently?

    No.

The building standards which exist at the time of building is what has to be met.

I wouldn't think any builder is going to hold up a sale for the sake of a few rolls of insulation. Ask him to bring it up to current spec.

That cannot be done retrospectively. You do know how hard it is to meet current Part L regulations and that's even when building from scratch.

Best bet would be for the OP to ask the builder to beef up a bit as mentioned in the comment above but the attic would be one of the few places that could be beefed up and even then he may be advised not to do it due to the way the timber is constructed. You have to allow minimum air circulation etc
