Gameplay slows down

I was wondering if anyone had come across a similar issue to the one I'm experiencing. When I first got my laptop I could play games like DIRT 2 and Bioshock with no issues. Howver now the gameplay slows down every few seconds and then speeds up again. I've updated to latest drivers and lowered every setting in the graphics options but to no avail. I've tried to record the effect in the vid below but not sure it it's that evident

    Specs:
    Dell XPS Studio 1645
    Windows 7
    4GB RAM
    i7 Q720 1.6GHz
    Radeon HD 565v

Maybe a RAM issue. Possibly background programs eating ram.

Maybe check how much free RAM there is. Try streamline it a bit.
